CAF slaps FKF with USD 20,000 fine, bans two officials over COVID-19 negligence

The Confederation of African Football (CAF) has slapped the Kenya Football Association (FKF) with a USD 20,000 fine for their negligence in events ahead of the African Cup of Nations qualifier between Kenya and Comoros back in November.

CAF’s Disciplinary Chamber also handed FKF General Secretary Barry Otieno and Harambee Stars Team manager Ronny Oyando with respective six month bans from all CAF related activities.

The two officials were vindicated for their role in orchestrating unrest ahead of the stated AFCON qualifier as they are said to have denied the match commissioner from accessing Comoros COVID-19 test results as required ahead of the game.

CAF said in a statement that the events that took place before the game were found to have violated articles 82, 83, 133, 134 and 98 of the CAF Disciplinary Code and various CAF Statutes and Regulations pertaining to COVID-19.

“CAF Disciplinary Board has decided to impose upon your Federation a financial sanction of USD 20,000 (twenty Thousand US Dollars),” CAF said in its latest disciplinary ruling.

“Barry Otieno and Ronny Oyando have been imposed with six months bans from all football activities relating to CAF,” the decision added.

According to findings following investigations into the issue, CAF disclosed that Comoros Football Federation General Secretary arrived on time to pick up the team’s PCR test results that were taken upon arrival in Nairobi.  

But upon arrival, he was met with resistance from FKF officials and Kenya national team officials who delayed the process of issuing test results for three hours after which they finally allowed the process to continue.

As a consequence, the test results were delivered a few minutes to kick-off of the match with players already allowed to go out for warm-ups.

Additionally, the match commissioner did not get to check the results himself as Otieno and Oyando who disputed the results ‘snatched the results from the commissioner’s hands and tore them apart’.

Accordingly, fresh results were issued after the match and it was discovered that four players who had tested positive for the coronavirus before the game were allowed to take part in the game.

This according to CAF posed a huge risk of contamination between players from both teams as well as the team officials that were involved in the qualifier.
