Back in the day, it was very normal to have one sports administrator serving in more than one office in different institutions.
Even at club level, administrators would hold one position in a club and another position in another club.
Actually, it’s very normal to have one football coach coaching a team in the top flight league, in the university league, in the Masaza Cup and in schools’ competitions.

But as trends change, it’s very odd to have an administrator holding two different positions in two different club and it’s also against the 2018/2019 FUFA competition rules.
Its chapter two, article 11, clause three: ‘No individual or group of individuals or legal person (s) shall have control in more than one club’ that has been violated by Norbert Kazibwe.
The staunch SC Villa fan is serving as the secretary of the interim board of the 16 time league champions, he is also the chairman of Buganda Regional League side Kajjansi United FC.
“I have always been kajjansi, in Villa I was appointed to serve on interim basis for six month,” Kazibwe told journalist on Monday while kajjansi United unveiled a new sponsor.
