Federation of Uganda Football Association (FUFA) President Moses Magogo has been found guilty of fraud and corrupt resale of the 2014 FIFA World Cup tickets.
In May 2017, Makindye East member of Parliament, journalist and proprietor of second division side Katwe United, Allan Ssewanyana petitioned FIFA’s Ethics and Integrity Committee in Zurich, Switzerland with evidence of Magogo’s corrupt and illegal dealings regards the FIFA World Cup Brazil 2014 tickets that were designated to Uganda by FIFA.
Ssewanyana called on FIFA to investigate Magogo’s involvement in a scam to sell 126 tickets meant for Ugandans to non-Ugandans, through his agent Ms. Peninah Kabenge Aligaweesa through whom $40,000 (approx. UGX 146 million) were channeled by USA based Howard Scwartz for the purchase of the said tickets.
An investigation into the case was opened by the FIFA Ethics Committee into the matter on 23rd July 2018, with Magogo asked to step aside from his role as the FUFA President last month, to facilitate investigations into the matter.
However, according to a decision ousted by the independent Ethics Committee, Magogo who is also a member of the Confederations of African Football Association’s executive committee, has been pleaded guilty to the crime and in contempt of FIFA regulations regards the improper sale of the tickets.
“The chairman of the adjudicatory chamber of the independent Ethics Committee has ratified the plea bargain entered into by Mr Moses Hassim Magogo, President of the Federation of Uganda Football Associations and member of the Confederation of African Football Executive Committee, and the chairperson of the investigatory chamber.” Read part of a statement on the international body’s website FUFA.com.
“An investigation into Mr Magogo was opened on 23 July 2018 related to the resale of 2014 FIFA World Cup™ tickets.” It continued.
According to the statement, both parties have mutually agreed to slap Magogo with a two months suspension from all football related activities, both national and international, with the suspension coming into effect on 10th October, 2019.
Magogo will also have to pay 10,000 Swiss Francs approximately 37 million Ugandan Shillings.
During the time of Magogo’s absence, FUFA vice president Justus Mugisha will take charge of the Office of the President.

An investigation into Mr Magogo was opened on 23 July 2018 related to the resale of 2014 FIFA World Cup™ tickets.
In accordance with art. 67 par.1 of the FIFA Code of Ethics, the parties have mutually agreed on the following sanctions:
A fine of CHF 10,000.
A two-month suspension from taking part in any kind of football-related activity at national and international level.
The suspension became effective upon the validation of the agreement by the chairman of the adjudicatory chamber on 10 October 2019.
